Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the introduction of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been stabilised. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of rocket attacks on Kyiv.
The Rhythm of Peace Talks and Military Action
The succession of opposing developments captured the harsh reality of the current period. By day, negotiation efforts are fought: optimistic declarations are issued from various governments. Considerable effort is allocated on managing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "resolution".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability afforded by current data. From observation points, defense planes that had been dispatched to intercept incoming guided weapons roared overhead – modern combat jets supplied to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons engaged: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, presumably supplied through partner states. Every deployment shakes the surroundings, rattling buildings. The instant of fear quickly transforms into sober acceptance: perhaps the approaching threat won't hit its mark this time, preventing destruction from devastation and another blackout.
Persistent Threats
Soon after, a heavy machine gun engaged a aerial vehicle somewhere nearby, part of a mobile-fire group – probably allied-provided weaponry. Regrettably, the shots failed to hit the hostile drone – it pressed on overhead toward its target.
With pauses, this carried on until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, damage and utility failures in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those full day demonstrated Ukraine's critical military reliance on international aid – a dependence that regional partners are clearly incapable to substitute in the immediate future.
Unsuccessful Negotiations
The 28-point plan from American leadership sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new approach from US leadership unfolds according to the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually achieve victory. This cycle will, undoubtedly, persist.
Tactical Assessments
It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the whole story. US administration operates on a principle well known to international relations experts: you cannot secure via talks what you have failed to defend militarily. The US administration believes that it is impossible to force Russia to abandon the land that it already controls in Ukraine's south or east.
The issue is that while recognising this factual reality, Washington does minimal to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not change more in its advantage in the months ahead.
Opposing Positions
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is close to zero. There may be numerous efforts to end hostilities, but they will persist as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding lives and land but averting a entire defensive failure until circumstances change in its advantage.
Existing Situation
Factually, there are no genuine requirements for a truce. Now, subjective factors are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and Kyiv's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not move to internal issues. And although their mission will now be significantly challenging after current events, it remains highly unlikely that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a only one week to kill the suggested clauses of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with pacifying measures of representatives, and finally, latest revelations, all served their function.
While new proposals based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, largely rely on sustained allied backing.
