Sheff Wed Confronts a 'Significant Problem', States New Football Authority

'Our role is integral to football's future' - newly appointed regulator David Kogan

Sheffield Wednesday's current difficulties constitute a "serious issue" and the new football authority is seeking powers to investigate clubs in similar circumstances, its new chair the official has announced.

In a wide-ranging interview, the regulator, who was recently selected, showed understanding towards supporters of the Owls.

The regulator engaged with four supporter groups associated with the Championship side recently.

The team have been experiencing difficulties in multiple areas in 2025, with the club failing to pay players on time on several different times, including in last month.

"Obviously the club has become a serious issue for football authorities and a major challenge for the sport," Kogan told.

"The club represents one of the great brands for football in England and this week we have met supporters' organizations.

"We're now looking to get powers... which will permit us to bring Wednesday and comparable cases submitted for our review if they require examination and acted upon."

Financial Struggles and Ownership Situation

The club's controversial proprietor the current owner suggested earlier this year he would be prepared to relinquish control at Hillsborough, but he has been unable to finalize an agreement with interested parties.

Missed wage deadlines on time in earlier this year resulted in restrictions being imposed by the football authorities in summer, blocking the team from conducting any player acquisitions for the subsequent signing windows, although the ban was rescinded in late summer.

Official's Viewpoint

The chairman stated: "The position was created for the fans of Sheffield Wednesday, other clubs in similar situations where supporters are loyal to a local institution that has existed throughout their lifetimes in many cases.

"I completely understand the team's plight, as I do for each organization that in modern times have encountered failure, or nearly ceased operations, for reasons that have nothing to do with the fans themselves."

When asked if the authority might compel an chairman to relinquish a club if they are deemed unsuitable, the chairman responded: "If your question is 'would we intervene in the final instance?', the reply is once we assemble the facts and understand the situation, we will."

But the regulator clarified that compelling proprietors to divest clubs would be considered the final option and the authority would rather to collaborate with owners.

"Our least desirable course of action is commence engagement with an particular organization, an specific proprietor, without being in a position to cooperate with that proprietor to address the issues that the club's facing and the owner's facing," the regulator explained.

"But the truth is, when you review the record of the sport, over the last 20 or 30 years there have been certain proprietors, a small minority, but certain individuals who have acted carelessly in the manner they have operated their teams and eventually don't wish to take responsibility for the future."

'Errors may undo substantial development'

The chairman convened with representatives from 110 clubs to lay out the remit of the regulator on Wednesday and stated it constituted a "proactive meeting" with a "high level of engagement" from the National League to the Premier League.

"It's a job that's actually really important, because if errors are made, if the football community fails, the remarkable development accomplished might evaporate incredibly quickly," Kogan said.

"Such an outcome is universally undesirable in the terms of English football is a huge success story - we've got to keep it going.

"Substantial financial resources entering the sport and has come into football for the recent generations, because there are no assurances it will continue to come into football, which is one of the reasons why I think we have to adopt a precise perspective on potential dangers and naturally, of the next two or three years."

Top Flight Apprehensions

The Premier League opposed the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but Kogan said: "I'm absolutely committed to the achievement and development as an economic entity of the Premier League.

"Being fully aware of the concern of undermining the Premier League as a premium product of England. But at the same time, if you consult with top flight officials after today's meeting, they would have had a high level of reassurance -and, actually, they have been advising us privately they have a high level of reassurance."

Political Connections

The chairman continues to confront a "comprehensive investigation" by the official appointments authority after he revealed he contributed money to the political party in 2020.

The chairman provided financial support for Secretary of State for Culture, Media and Sport Lisa Nandy's leadership campaign, along with that of the now Prime Minister Sir Keir Starmer.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I am presently disconnected from any sort of politics."
